"The Metrics Myth" by Jed Emerson

I've spoken with hundreds of players in the metrics landscape: investors, asset managers, entrepreneurs, NGO executives, non-profits, consultants, program officers... if they are engaged in metric measurement, then chances are that I've discussed both the need for metrics and the difficulty in gathering, harmonizing, assessing and reporting them.

If there is one thing I've learned in this journey, it is that metrics are critical to the entire concept of impact investing... and that they are fiendishly difficult to capture.
